How we verify

How does RxShift know a state’s pharmacy staffing rule is current?

Every rule on this site is read from the issuing body’s own text and recorded word for word on a dated read. People decide every reading, and no automated check can change one. An automated check confirms each week that the recorded words are still on the issuing body’s page, and each state’s record says plainly when that is not possible. This page is the method, who stands behind it, and the record for every state.

Who stands behind it

How a rule is read is decided by people, not by software. RxShift’s readings are ruled on by its founders, Susan Monahan-West, PharmD, BCGP, a board-certified pharmacist and consultant pharmacist, and Jamison West, who runs the business and technical side. Each decision is recorded with its date and the rule it rests on, and the automated checks below exist to confirm that the words those decisions were made on are still the words the issuing body serves. They never make a reading, and they never change one.

About the founders →

The method

  1. 1

We read the issuing body, not a copy of it

A rule is read from the text the legislature, the board of pharmacy or the state's official code publisher serves. Legal mirrors, summaries, news items and vendor explainers are never a source for currency: several of them still serve text that has since been amended or repealed. A board's FAQ is guidance; where we rely on one we quote it, label it, and keep it apart from the rule.

  2. 2

We record the words, with the date

Each read produces a dated report and a record: the operative passages, verbatim, with the issuing body's address and the date they were read. The record is the evidence. A citation without the text behind it is a claim, not a record.

  3. 3

People decide how a rule is read, and the decision is recorded

When a rule admits two readings, states no threshold, or does not cover the case in front of us, a person applies the stricter reading, names the rule, and records the choice with its date. A product that reports on compliance must err toward flagging, never toward reassurance. No automated check can change a reading.

  4. 4

An automated check confirms each week that the recorded words are still there

Each week an automated re-check opens every official source it is set up for and confirms that each recorded passage is still on the page as served, character for character. It confirms; it never reads for us. A passage that has moved, a document that has changed, or a page that will not open is reported as such, never passed quietly, and a person looks. The re-check writes a dated file, and the table below is read from the newest one.

  5. 5

Where a site allows no automated reading, the rule rests on its dated read

Some issuing bodies refuse automated reading, serve their rules only inside a browser session, or publish only a dated document. Those states are read from the issuing body's own page, by a person where the page can only be opened in a browser, and the record says so rather than pretending a re-check ran.

  6. 6

The date on a state page is derived, never typed

The “Last verified” date on every state page is computed from the reports on file: it moves only when a full read against the issuing body, with a record, is newer than the last one. Nobody edits a date by hand, and a read that could not reach the issuing body cannot move it.

  7. 7

What we say the product enforces is checked against the product

What the site says RxShift enforces for a state is checked against the compliance engine itself, at every build and again every day against the live site. A sentence that no longer matches the engine fails the build. The same check runs over the worked examples in the ratio calculator and over each recorded ruling that names an outcome the product must give or wording a page must carry.

  8. 8

Changes are published, and the data is open

Every verification and every change lands on the regulatory updates log, dated and cited, and in the open dataset, which anyone may download and reuse with attribution. If a state's rule moves, the change is logged there, dated and cited.

What we will not claim

  • We do not describe a reading as confirmed by a board unless the board has said so in writing, and we say when a board has not answered.
  • We do not publish a single nationwide figure for what a citation costs. Penalties differ too much between states for an average to be honest; where we cite one, it is that state's own record.
  • We do not certify or guarantee that a pharmacy is compliant. RxShift surfaces deficiencies against a dated reading of the rule; the board, not RxShift, decides compliance.
  • Nothing on this site is legal advice. It is a maintained, cited, dated reading of public law, offered so that a pharmacy and its counsel can check it against the source we link.

The record, state by state

Generated from the same records the state pages use. “Last verified” is the derived date on the state’s page; “How” is what the newest weekly re-check found for that state. Each state’s record opens the recorded passages themselves, marked with what the re-check found for each, and every dated read and re-check.
