New York pharmacies
Four support people per pharmacist, and no more than two of them can be registered technicians.
New York does not set a technician ratio the way most states do. It sets a total, then limits how many inside that total may be registered pharmacy technicians doing licensed work. And since November 2025, community pharmacies can finally hire them.
The rules
How New York’s support-staff limit works.

No more than 2 registered pharmacy technicians: inside that four, for anyone performing licensed technician tasks
Pharmacy interns are exempt: they do not count toward the four; a separate rule governs how many interns a preceptor may supervise
Community pharmacies may now employ registered technicians: since November 21, 2025; before that they were limited to hospitals and hospital-owned pharmacies
The trap in New York is that certification does not move the number. A PTCB or NHA certification is how a technician qualifies for the New York registered pharmacy technician licence in the first place. Someone holding a national certification without that New York licence is an unlicensed assistant here, and still occupies one of the four.
The limit also lives in the Board of Regents unprofessional conduct rule, 8 NYCRR 29.7(a)(21). Going over it is professional misconduct for the pharmacist, not a paperwork finding against the store. That is why it belongs in the schedule, not in a policy binder.

S5625 has sat in the Senate Higher Education Committee across four sessions with no vote. It is context, not something to prepare for. Always verify against the New York State Education Department’s current language before relying on it.
Scope: what RxShift enforces today

RxShift does not yet track unlicensed assistants as a scheduling category, so that total stays with you for now; it is on our roadmap. The separate preceptor limit on interns under 8 NYCRR 63.2, which turns on full-time status and annual prescription volume, is not modeled either.
