How many technicians can a pharmacist supervise in North Carolina?

North Carolina does not publish one ratio for everyone. Your permit has a default of two, or the number the Board approved for you, and the certification condition rides along with it. RxShift schedules against your approved ratio and checks the certified mix hour by hour.

The trap in North Carolina is that the approval is not the whole rule. A pharmacy approved for 1:5 is still out of compliance the moment its third, fourth or fifth technician on duty is not a certified pharmacy technician. Certification does not raise the limit on its own, and the approval does not remove the certification condition. Both have to be true, on every shift.

An intern currently enrolled in a pharmacy school is marked as an enrolled student on their staff record and sits outside the ratio, which is how the statute treats them, while still needing a pharmacist on duty. Other interns, such as graduates awaiting licensure, count as technicians until the Board says otherwise.
The Board has 60 days to answer a ratio request and must approve it, approve a modified version, or explain a denial in writing. Requests above 1:5 go to the full Board with your prescription volume, technology, quality assurance program and pharmacist staffing. Health care facility pharmacies have a separate standing allowance for qualified Validating Technicians under 21 NCAC 46 .1418(e), amended effective May 1, 2026, that applies without an individual application. Hours and breaks
North Carolina caps a pharmacist's day at 12 continuous hours and requires two breaks past six.
Under 21 NCAC 46 .2512, a permit holder may not require a pharmacist to work longer than 12 continuous hours in a work day, and a pharmacist working longer than six continuous hours must be allowed, during that time, a 30-minute meal break and one further 15-minute break. Technicians and interns are not named, so the rule reaches pharmacists only. RxShift flags a pharmacist shift over 12 hours, and a pharmacist shift longer than six hours scheduled without 45 minutes of break, before you publish.
Two points are RxShift's reading, both the stricter one. The rule says 12 continuous hours without saying whether break time counts; RxShift counts it. The breaks are an entitlement the pharmacy must allow, so a flag means the schedule left no room for them; a pharmacist who chooses to work through is a decision you record, not a violation RxShift reports. The rule sets no rest period between shifts and no limit on consecutive days.

We are approved for 1:5 in North Carolina. Can we always schedule five technicians per pharmacist?
Only when every technician above the second is a certified pharmacy technician. The statute bars the Board from approving more than two technicians per pharmacist unless the additional ones are certified, so a shift with one pharmacist and five technicians where only two are certified is out of compliance even with a 1:5 approval.
Do pharmacy students count toward North Carolina's technician ratio?
No. N.C. Gen. Stat. 90-85.15A(e) excludes students enrolled in a Board-approved school of pharmacy; they do not register as technicians and do not count toward the ratio. Other pharmacy interns, such as graduates awaiting licensure, are not students, and RxShift counts them toward the ratio until the Board says otherwise.
