North Carolina does not publish one ratio for everyone. Your permit has a default of two, or the number the Board approved for you, and the certification condition rides along with it. RxShift schedules against your approved ratio and checks the certified mix hour by hour.

2 technicians per pharmacist: the statutory default for every pharmacy without written Board approval
Higher ratios need Board approval: requested per permit by the pharmacist-manager; Board staff can approve 1:3, 1:4 and 1:5, and 1:6 or above goes to the full Board
Every technician above the second must be certified: the statute bars the Board from approving more otherwise, so the condition travels with your approval on every shift
Pharmacy students do not count: students in an approved school of pharmacy are outside the ratio entirely; there is no technician trainee tier in North Carolina
The trap in North Carolina is that the approval is not the whole rule. A pharmacy approved for 1:5 is still out of compliance the moment its third, fourth or fifth technician on duty is not a certified pharmacy technician. Certification does not raise the limit on its own, and the approval does not remove the certification condition. Both have to be true, on every shift.

Pharmacy students are marked as excluded from the ratio, which is how the statute treats them.
The Board has 60 days to answer a ratio request and must approve it, approve a modified version, or explain a denial in writing. Requests above 1:5 go to the full Board with your prescription volume, technology, quality assurance program and pharmacist staffing. RxShift does not file that request for you; it makes sure the schedule honours whatever the Board decides.

Scope: community & retail pharmacies
Health care facility pharmacies have a separate standing allowance for qualified Validating Technicians under 21 NCAC 46 .1418(e), amended effective May 1, 2026, that applies without an individual application.
