Virginia counts what people are doing, not what they are called.
No pharmacist may supervise more than four persons performing the duties of a pharmacy technician at one time. Registered technicians, trainees and pharmacy interns doing technician work all share those four slots, which is the part most often missed.

The wording is what makes Virginia different. The rule does not cap registered pharmacy technicians. It caps persons performing the duties of a pharmacy technician, which is a test of what someone is doing on the shift rather than which credential they hold.
That matters most for interns. A pharmacy reading the rule as four registered technicians, with interns working alongside them, is overstating what Virginia allows. A registered technician, a technician trainee and a pharmacy intern doing technician work each occupy one of the four. RxShift counts them the way the rule does.
There is no trainee sub-cap, which is unusual. Many states cap trainees separately inside the overall ratio, so a crew that would be lawful in Texas or Nevada can be counted differently here. Virginia has one number.
Certification does nothing to the cap. Registration is the gating credential, so certifying a technician does not buy a pharmacy any additional headcount the way it does in Alabama, Massachusetts or Tennessee.
