4 technicians per pharmacist — the total ceiling, certified and non-certified combined
No more than 2 non-certified — a sub-cap inside that total — certification is what unlocks the last two slots
Certified technicians still count — toward the 4; certification raises the mix you're allowed, not the ceiling
The trap here is that the two limits move independently. Four technicians to one pharmacist is fine — until three of them are non-certified, at which point you’re over the sub-cap while still sitting comfortably under the ceiling. A headcount check alone won’t catch it.

The rule above governs community and retail pharmacies, which is what RxShift is built for. South Carolina applies a separate 1-to-3 rule to institutional pharmacies serving facility in-patients, and it works differently: it compares everyone the site employsrather than who is on duty at a given moment, and it leaves day-to-day supervision to the pharmacist-in-charge’s judgment.
