Louisiana counts technicians, candidates and interns in one pool of 4.

The operative sentence appears twice in the Louisiana Board of Pharmacy’s rules, once in the technician chapter and once in the intern chapter, and it reads: the ratio of pharmacy technician candidates, certified pharmacy technicians, and pharmacy interns to pharmacists on duty shall not exceed four to one in any variable at any given time, of which the ratio of pharmacy technician candidates to pharmacists shall be no more than two to one. It has been in force since September 1, 2023. A Board rulemaking, Regulatory Project 2025-454, amends section 907 effective October 20, 2026, but only its compounding language in subsection B; we read the Board’s coded draft on September 8, 2026 and the ratio sentence is not touched.

The two sub-limits are independent and neither reduces the total. Two certified technicians and two candidates is a compliant 4. One technician, two candidates and one intern is a compliant 4. Three candidates is out of compliance on the candidate limit even though 3 is under 4. Five people is out of compliance on the ceiling regardless of who they are. Louisiana has no category of a working technician who is neither a candidate nor certified, so RxShift counts every uncertified technician as a candidate; certification never changes the count, it changes which slot a person is allowed to occupy.

Sections 907 and 709 state the limit with no exception written into them, and our review located no published waiver or variance procedure, so RxShift treats the 4 as a hard ceiling rather than an approval state like North Carolina; if your pharmacy holds a Board variance, tell us. Louisiana statute separately bars the Board from ever setting the ratio below 2 technicians per pharmacist. Where the rule limits interns on rotation to 3 per pharmacist, RxShift applies the 3 to every intern, which can only ever be stricter than the rule, never looser. Telepharmacy sites under section 2425, whose technicians the rule counts at the central pharmacy, are outside what RxShift models in this version.
