Oklahoma allows 4, and the compounding exclusion is gone.
Four pharmacy technicians per pharmacist, and the same 4 applies in a hospital as in a retail pharmacy. The Board struck the old carve-out for compounding technicians, so anyone working from older rule text is counting a crew that no longer exists.

Pharmacy interns do not affect the ratio a pharmacy intern working in the pharmacy will not affect or change it
Oklahoma is a state where old guidance is actively misleading. The rules used to exclude up to two technicians engaged in significant compounding from the ratio. That exclusion has been struck, and so has the definition of significant compounding it depended on. A pharmacy still applying it is running two people over.
Interns are outside the ratio by the rule’s own words. Oklahoma does set separate requirements governing interns and their preceptors, and RxShift does not track those, so confirm them with the Board rather than assuming the ratio is the whole picture.
Certification does nothing to the number. Oklahoma licenses technicians by Board permit rather than by national certification, so the credential that matters for the ratio is the permit, and the 4 applies whatever the mix of experience on the floor.
There is no retail and hospital split to schedule around, which makes Oklahoma simpler than most. One number, every setting, per pharmacist on duty.
