North Dakota allows 4, and telepharmacy is a different rule entirely.

North Dakota has three different answers depending on where you are standing, which is why it repays reading rather than remembering. Retail and hospital are 4. A closed-door pharmacy is allowed 5. Telepharmacy is not subject to the ratio at all.

RxShift deliberately applies the 4 everywhere, including in closed-door and telepharmacy settings. That is stricter than the rule in both cases, and it is the same choice we made in Texas: where the product cannot yet tell two settings apart, it applies the tighter number rather than the looser one. You will never be told a crew is lawful when it is not, and a closed-door pharmacy running five should read the rule directly.

The telepharmacy exception is the detail most likely to be misread. Section 61-02-08-04 makes a telepharmacy technician subject to the technician rules while expressly excluding the pharmacist-to-technician ratio, and the limit of four that appears in that section is four remote sites per pharmacist. It is a different unit of measurement, not a different ratio.

Interns sit outside the count, along with other supportive personnel. Certification does not change the number, because national certification is already a condition of registering as a technician in North Dakota.
