Massachusetts pharmacies
In Massachusetts, hitting the headcount isn’t the same as meeting the rule.
247 CMR 8.06(3) doesn’t set one number. The ceiling moves from 2 to 3 to 4 support staff per pharmacist depending on how many are certified technicians or pharmacy interns. RxShift tracks that mix and enforces the ceiling you actually qualify for, not just the one you’re hoping for.
The rules
How Massachusetts’s pharmacist-to-support-staff ceiling works.
2 support staff per pharmacist: with no restriction on who they are
3 support staff per pharmacist: once at least one is a certified pharmacy technician or pharmacy intern
4 support staff per pharmacist: the maximum, once at least two are certified pharmacy technicians and/or pharmacy interns, in any combination
Certified pharmacy technicians and pharmacy interns are pooled together here. Either one, in any combination, counts toward the certification requirement that unlocks the 3rd and 4th support staff slot. That’s different from a state like Georgia, where interns sit outside the ratio entirely.
Pharmacy technician trainees are a separate license tier. They count toward the total headcount, but they never satisfy the certification requirement on their own. A pharmacist supervising 4 trainees with no certified technician or intern among them is over the line even though the headcount matches the ceiling.

The Massachusetts Board of Registration in Pharmacy has disciplined pharmacies for staffing at the numeric maximum of 4 support staff while every one of them was non-certified, with no pharmacy intern on the team. The headcount matched the ceiling. The mix didn’t. A schedule that only checks the number won’t catch that; one that checks the composition will.
