Connecticut pharmacies

How many technicians can a pharmacist supervise in Connecticut?

In a Connecticut community pharmacy, one supervising pharmacist may supervise up to 2 pharmacy technicians, or up to 3 when one of the 3 is a Certified Pharmacy Technician and that pharmacist has not given the pharmacist manager a written refusal to supervise three, or for IV admixture and other sterile products preparation, unit dose and unit of use dispensing and bulk compounding (Regs. Conn. State Agencies § 20-576-36).

Connecticut allows 2 per pharmacist, and 3 only in two defined cases.

One supervising pharmacist may supervise up to two pharmacy technicians in a Connecticut community pharmacy. A third is allowed only when one of the three is a Certified Pharmacy Technician and that pharmacist has not given the pharmacist manager a written refusal to supervise three, or for intravenous admixtures and other sterile products preparation, unit dose and unit of use dispensing and bulk compounding. RxShift applies 2, the cautious reading, because it cannot see whether a written refusal is on file.

The rules

How Connecticut’s pharmacist-to-tech ratio works.

2 pharmacy technicians per supervising pharmacist in a community pharmacy (Regs. Conn. State Agencies § 20-576-36(a))

A third technician is allowed in two cases: when one of the three is a Certified Pharmacy Technician and that pharmacist has not given the pharmacist manager a written refusal, or for intravenous admixtures and other sterile products preparation, unit dose and unit of use dispensing and bulk compounding (§ 20-576-36(a)(1) and (2))

The refusal belongs to each pharmacist: a pharmacist may refuse in writing to supervise three technicians, naming the pharmacies involved, and the pharmacy keeps the refusal on file (§ 20-576-36(b)); it is not available for the sterile, unit dose, unit of use and bulk compounding work above

Pharmacy interns: RxShift applies a separate limit on pharmacy interns, inside the overall cap (§ 20-576-8(c)(1)); a pharmacist must be on duty to supervise them (§ 20-576-9)

Connecticut’s limit is written per supervising pharmacist, so a pharmacy with two pharmacists on duty may have up to four technicians under the base limit of two each.

Certified here means holding an active certification from the Pharmacy Technician Certification Board, or an equivalent certification the Commission of Pharmacy approves (§ 20-576-32(c)). A lapsed certification does not count.

The two cases above are why the number can be 3 in Connecticut, and RxShift applies neither of them.

Questions

Common questions

What is the pharmacist-to-technician ratio in Connecticut?

In a Connecticut community pharmacy, one supervising pharmacist may supervise up to 2 pharmacy technicians, or up to 3 when one of the 3 is a Certified Pharmacy Technician and that pharmacist has not given the pharmacist manager a written refusal to supervise three, or for IV admixture and other sterile products preparation, unit dose and unit of use dispensing and bulk compounding (Regs. Conn. State Agencies § 20-576-36). RxShift applies 2, the cautious reading, because it cannot see whether a written refusal is on file.

Where is a Connecticut pharmacist's written refusal kept?

A pharmacist who refuses to supervise three technicians must put the refusal in writing and give it to the pharmacist manager, naming the pharmacies involved and stating the date, with a signature, and may rescind it the same way. The pharmacy keeps every refusal and rescission on file in the pharmacy or somewhere it can be readily retrieved and provided to the department (§ 20-576-36(b)). RxShift does not hold these records.

Do pharmacy interns count toward Connecticut's ratio?

RxShift applies a separate limit on pharmacy interns, inside the overall cap (§ 20-576-8(c)(1)). A pharmacist must be on duty to supervise them.

Does Connecticut limit pharmacy shift length or require breaks?

Not in its pharmacy law. Connecticut's pharmacy statutes and regulations set no maximum shift length, no minimum rest between shifts and no required break for pharmacy staff.
