West Virginia allows 6, and trainees share the same 6.

The number to get right is what shares it. West Virginia’s rule reads “six pharmacy technicians and/or pharmacy technician trainees”, so a crew of four technicians and two trainees is at the limit, not under it. A pharmacy reading the 6 as six technicians with trainees on top would be over on a routine day.

Interns sit outside the count entirely, which is the opposite of a state like Virginia, where anyone performing technician duties shares the same four slots. RxShift applies the exclusion automatically once a person’s role is set to pharmacy intern, and still checks that a pharmacist is on duty to supervise them.

Certification is a vocabulary trap here. In Alabama or Massachusetts, certifying a technician raises what the pharmacy is allowed to schedule. In West Virginia it changes nothing, because national certification is already a condition of registering at all. The 6 applies whatever the mix.

The rule was re-promulgated effective July 1, 2026, and the ratio itself was not part of that change. What moved was technician renewal, a deleted training programme requirement and the certification window.
