Texas Pharmacy Ratio: 6 Per Pharmacist, Only 3 Trainees

RxShift · October 16, 2026

Imagine you're reviewing your pharmacy's schedule before it goes out. The total number of technicians and trainees fits the overall limit, but the trainee count does not. For a Texas Class A community pharmacy, those are separate limits. Meeting the total alone is not enough.

The rule has two limits

Under 22 Tex. Admin. Code 291.32(d)(3)(A), one on-site pharmacist may supervise up to 6 pharmacy technicians and technician trainees combined, with no more than 3 trainees.

This is a Board of Pharmacy rule, rather than a statute. A trainee counts toward both limits: the overall limit of 6 and the separate cap of 3 trainees per pharmacist. The trainee allowance is not additional capacity beyond the overall limit.

A full count can still exceed the trainee cap

Take one pharmacist with 2 technicians and 4 trainees.

The combined count is 6, so it fits the overall numerical limit. But 4 of those people are trainees, which exceeds the separate limit of 3. That combination is out of compliance even though the combined technician and trainee count has not exceeded 6.

For your pharmacy, the distinction is specific: the schedule has to account for both how many technicians and trainees are working and how many of them are trainees.

Certification does not increase the limit

Certification does not change these numerical limits. In Texas, a registered pharmacy technician is already certified. A technician trainee is the uncertified tier, with a hard 2-year limit.

Those categories matter to the trainee count, but certification does not raise the overall ceiling. The Class A rule remains 6 technicians and trainees combined, with no more than 3 trainees per on-site pharmacist.

Ultimately, this is not just a total-headcount check. It is a total count and a trainee count, both within the same schedule.

RxShift checks both limits on every Texas schedule before it is published. The Texas rule, its source and a short demo are on our Texas page:
