New Jersey Pharmacy Ratios: No Ceiling, One Catch

Imagine two technicians on the counter and a third who is ready to start. In New Jersey, the first thing to check is whether every technician on duty is certified. The rules are N.J.A.C. 13:39-6.15 and N.J.S.A. 45:14-80, and the base limit is two technicians per pharmacist.

If every technician you're working with is certified, you can exceed that 1:2 ratio, and the rule states no upper limit. Certification doesn't come from just anywhere. Technicians need to pass the Pharmacy Technician Certification Board (PTCB) exam, complete a Board-approved certification program, or finish an employer training program that includes a testing component.

The catch is that all your technicians have to be certified. If even one doesn't meet that requirement, the ratio reverts to two technicians per pharmacist. Technicians in in-service training programs are excluded from the count, but only for up to 210 days, and there's a sublimit of two trainees.

A written policy-and-procedure manual is also mandatory, covering job descriptions, task protocols, and documented in-service training. This document needs to be reviewed at least every two years to ensure everything is up to date.
